Popular anime downloading site using Adsense

I am using this website called from a long time for downloading animes in 1080p quality called http://kayoanime.com and whoever created this website is using only adsense ad no popup no spammy ads. I am wondering how tf this guy isn't banned from google adsense. This website is similar to another website called http://animekaizoku.com but unlike kayoanime animekaizoku is using adsense alternative.
This kayoanime website is active from 2019.

WTF how they do it

They probably couldn't get pass start-up approval, but I also know some anime & Manga Sites who also have Adsense running. (I had a manga site running on adsense for awhile before i sold it off, it was under another "niche" when i went for the approval.)
There is no real rule that adsense disallowing "anime/Manga" related content at all, it's on the grey lines of "copyrighted materials".
If they ever get into manual submissions, they will more than likely get suspended for copyright materials.
At the end of the day, there are a shitton of sites on the network, they aint gonna be policing every single one of them.

Old Account I don't think that, cause I have G-Adsense account since 2014 and even I try I will get banned, also premium G-Adsense account can't do this premium account can get high CPC or RPM and earn 5 figure per month, but they can't use G-adsense on stream anime & manga website, Buzzfeed it's a good example.

You did know he was using adsense from 2019?
Surely google shouldn't take long to recognize this rule violation and banned him
