Please help for Adsense ban problem

Hello friends I recently banned an account and associated the domain with different accounts. Normally, this new adsense account under US $ 15 a day cannot exceed US $ 2. New account has Tbm and Advertising problem. Therefore, if there are 5 advertisements outside the website, only 2 of them appear. Are there two problems you've encountered before? If not, is there always a possibility of development?

My problem:

1-) CPC decreased from 0.80 USD to 0.03 USD.
2-) If there are 5 ad slots on the site, only 2 of them are displayed.

Is there an equipment and solution for advertising display?
