You can scrape users who liked/commented a photo. However, there are limits by Instagram that doesn't allow you to scrape all of them (if the number is high). I don't know what the limit for comments is, but I know that Instagram doesn't allow you to scrape more than 1,000 users who liked a certain photo.

I purchased the software, it needs a proxy to start the script, Where can I get the proxy?

You don't necessarily need a proxy. If you want to run without proxies, go to "View" > "Settings" > "Networking" and disable the "Prevent accounts without proxies assigned from operating" option.

Scraping is basically extracting data. In this case, extracting (and collecting) usernames from Instagram for later use (such as following, etc).

If I understood correctly, you want to scrape users who liked photos from specific hashtags. If so, that's not currently possible, but it's on our to-do list. Not only for hashtags, but profiles, locations etc too.

I got a free trial. So far only been following/unfollowing but it has been smooth except for some proxy issues. I could not get it to work on my VPS and the support guy wrote a custom script to run it on my VPS which is fucking great. OP too had been co operative.

Just purchase this, installed correctly and still open. Also Logged my IG Account there! Im a newbie can u help me? How can i active the Follower Script? I did it like in documantation but it doenst work! I got this message in Event Log:

You have to have the scraping task active if you want to follow at the same time. The follow script is only and only to follow users, not to find users on its own. That's where the scraping task comes into play. Set it up to find users and save them in the database, so the Follow task actually has users to follow.
