1) No, it will not get your video or account banned.
2) Yes, in more than 1 way... Regular views are generally when only about 30 sec of the video is watched, so only the view count of the video will increase. Now retention views, which are the most demanded type of views, are better because depending on the seller 80 - 100% of the video is watched (ours are usually 95%-100%). This makes YouTube think that since your video is being watched in full that it must be popular and therefore YouTube makes your video rank better thus resulting in a possible viral effect.
