I bought acct, taboola from vendor
PROS: acct delivered as promised, login worked.
CONS: taboola shut down acct after 120$ on ad spend (cloaking), vendor say no refund because BH was used.. I run ads for 3+ years the LOWEST ever acct closure was at 3k ad spend.

Not a scam because the acct was delievered, but it was shut by taboola after 120$ wich is not a normal treshhold
