Thank you. Do you think footer links or sitewide links are effective if used on a good site that is closely related to my niche please and has good metrics/backlink profile? I think the site owner would be willing to do it for the right price but I don't know if it would supply the boost I need.

Footer links are only useful if they are niche targeted. So let's say if your website is talking about protein shakes and you are getting the links from dental website that talks about teeth. Yes it will give you the positive signal but it won't be relevant so therefore it doesn't help your case of ranking in protein niche.
From what I read there, it means link from a high authority weighs more than a domain with low DA but relevant site right.

YES that is correct, just because a website is high authority and has nothing to do with your niche doesn't benefit your rankings more than low authority / high relevancy does.
You don't need to backlink your website to accumulate 43 links. If you structure everything correctly from 1 link you can get alot.
