I can't follow your question completely, but a great intro to web design is codeacademy. If you need help with blogging I'd first check out Mathew Woodward's site.
So, do you need help creating a wordpress blog? or customizing the code in it using DreamWeaver?

if i understand this cryptic question then you want to design a wordpress site using dreamweaver. Well don't, you don't need to do it like that. get a host, install wordpress and get a free theme from wordpress.org and start blogging - Simple!
