It is pretty time consuming(maybe even waste of time) but you should do everything and test.Probably the best is to post every day and even 3 times a day.Respond to comments get a niche follow and tag yourself with other profiles.Some of those are willing to exchange shout-outs...

I have a niche it is travel and most accounts don't really offer free shoutouts anymore
