No worries, Google will reinstate your pages. It's a dirty trick, and Google's system is poor and over abused.
Counter notifications will be solved eventually and your traffic will get back. Don't start a new site because of this. Any traffic loss after your pages will be reinstated is not related to DMCA, but maybe to the Google update going on right now.

you can check this using https://lumendatabase.org Search your domain and if someone has raised DMCA you will find it here
I am tracking the Google update too closely, I have multiple domains on same niche. Google started rolling out the update in August 20 and still it's not completely rolled out.
When I got multiple DMCA on Sept 1st, the site ranking went down immediately, since DMCA/Copyright is also one of the google ranking signals when i the site got continuous DMCA notice the ranking got affected.
Also i can see many of the common articles of competitor site started ranking on top and mine came went below. So it's like for the keywords i rank on top 1 -3, now i rank somewhere 5-7.
The other site which i mentioned has not got affected by the Google helpful content update. So i don't think its a coincidence the site is affected because of this issue.
Of course free one. Infact i had sent a mail to him a week back but no response so far.

Free service is limited and only he can appeal once in a year. He cant send u notices again and again. You write to dmca about whole this.
I got hit by a totally fake DMCA, got all pages back in the index (slowly) and traffic on those pages, and overall on the site wasn't impacted. Just sharing my experience, we all know there are many factors involved in rankings, like page authority and... well, page authority again... and again. Anyway, my advice is to not shake up the whole site because of a DMCA report, which is partially solved from what I understand.
