Yep, you need to find a good programmer. Good programmer works for money. You need to update software all the time. Doesn't matter 1K views or 10k views per day do you need. But that just my thoughts.

I'm not looking to open another SMM channel, I'm looking to get views for myself, and I believe you could make it cheaper. Unless you tell me what will cost 100 k in your opinion.

If you are a good programmer and admin you are able to make it cheaper. You only need time, server and proxies.

Yea, thank you for this obvious statement, I'd rather love to know where did you get this 100k from, because it seems like you are provider yourself and you sound like you were trying to discourage doing it on your own. So yes, what would cost 100 k? Don't say "programmer"

Other than creating a malware that infects millions of computers that automatically opens a victim's browser and starts playing your video for x amount of minutes to qualify as HR views. Is this still possible????

The problem with regular proxies is that they're detectable. It doesn't matter if they were used or blacklisted before.
Take this tool for example http://getipintel.net/ . It detects whether an IP is a proxy/VPN with almost 100% accuracy. Google probably has an even more powerful tool. They just need to see that a certain percentage of views is coming from datacenter based IPs and that's enough to make the views drop, regardless of how "legit" they are.
3g/4g proxies work, but the problem with them is the bandwidth. It costs. A lot. And for YT you need a lot of bandwidth. So they are out of the question too.
Can try residential proxies, with IPs coming from ISPs, but it's hard to find quality ones that don't charge too much for bandwidth.

There is a lot of stress on ip. We are not in 2006.
So all those 1 billion people in china that use vpns wouldn't get counted.
That's damn too generous from Youtube. It shows my ads to millions of people and I pay only for a handful of them with residential ip.

I've read that 1k $$ for 1k accs and views sounds good to you. You will not get that - that cheap. 1k accs will cost you let's say $1 per acc if you get it that cheap, whatever. Then you need to buy MONTHLY proxies and on top of that you have to get a coder to make you a bot. You will be down 10k bones in the first month and all that shit for 1000 views? What are you trying to rank a 20 monthly search long ass tail keyword? Also you will be lucky if the views actually get counted because as mentioned above, YT filters out proxies and to what extent IDK

This is a very good point about millions of people from China. I think real behaviour matters much more than IP in this 'trustness equation'.

it can be done ONLY if you have a large group of real users with real browsers and real ip's in a very natural behaviour, any other thing will fail in 2019.
the cheapest way to get that if you don't want to use smm panels is to buy traffic that can be converted to views by yourself, but that's not going to be High Retention views and will cost you more than the average market price
