Write a descriptive title for each page rich in keywords you want people to find you with,create a quality description meta tag that should look like describing the content of the webpage.
Buy more links that helps you to rank,make sure it does not contain any spam and have a french links.
I think most of them are using facebook,Skyrock as their social media support.

FB Ads would be a good place to start as you'll be able to target the location, language and demographics easily.
If the offer is very visual e.g. clothing then it might be worth testing Instagram too.
