Looking for experienced advertising help

I'm looking to hire someone on a monthly basis to get my site quality hits through advertising campaigns. Currently I use Adwords and Facebook. I want someone with experience and 3rd party proof of experience - ie reference letters or contact info for people you've worked for before.
The site is for photography, so I'm not looking for generic traffic to the site - just people who are looking to book our services. I've tried creating multiple adwords accounts with the vouchers, but I don't have an IP proxy and I'm worried about getting caught. So if this is something you have experience in, please message me.
