Issue With Keyword Planner

I do manual bidding and target Desktop audience, but bids in keyword planner are a mixture of tablet+desktop+mobile.
So, how do i figure out how much shud i bid for google ads?

I also never target broad keywords, i usually prefer phrase or exact keywords, how do i find the price of these keywords?

I use programs like semrush, that i can recommend.
