I want to send DM to have more than 10,000 follower people
DM must be able to include photos and letters.

Are there any services available for these features?

You are not going to be sending 10,000 DMs from a single account - definitely not the same DM text - in one go. You can split it up amonst many of your accounts, or send a few each day.
