All you need is a webpage with the link that you are provided from OG ads (i know this doesn't answer where do you get the links in OG ads but still ;p)
A lot of people use free sites such as wix, wordpress or even mailing list providers such a Getresponse. These are the links that will go in your bio or PM's on Instagram. You can then stick your affiliate offer or CPA offer links onto these pages you made for free, most of them have templates so you don't have to do much customisation at all. If you are looking for an easier platform for CPA offers try Maxbounty or Mobidea, these are awesome!
