Trying to learn and use all of Photoshop is sometimes a waste of energy. Look for mockups out there. You can easily find them by searching for neon light mockups.

Use the Polygon Tool to create your hexagon, click once on an empty layer to bring up the options for how many sides you want and width of the lines, build out your shape from there. Double Click on the polygon layer to open layer options, add the outer glow to the layer. Adjust colour, spread and size accordingly. Copy layer style and apply it to the rest of the layers
