I mean how do you decide that this is website A , B, C and these will be my tier 1 links, website P, Q, R are tier 2 and X,Y,Z are tier 3. What parameters you use.

Although I don't advise anyone to go after linking in the tier format anymore. However, to select the sites for your tier 1, you need to keep these things in mind.
1. The website should have organic traffic. If it has traffic from Google, then google trusts that site and getting a link from there means that you will be safe.
2. Go for sites with DA 20+ or DR 15+.
3. No follow, UGC, sponsored links - stay away from them for the first tier. However, you will need some nofollow links to make your link profile look natural.
I would suggest you to get some guest posts for your site and not bother about the 2nd and 3rd tier if you want your efforts to remain sustainable for the future.
Although, opinions of others may differ in this regard.

What if i get a do follow backlink from relevant forum of DA more than 35 through commenting in a thread.
Will that be as powerful as guest post contextual link or can we consider it as tier1 link coz of its authority and relevancy?
