Hosting Beginner: Best Setup for NSFW Image Board (DMCA-Tolerant vs. Ignored?)

Hi all,

I'm a complete beginner to hosting and I'm starting an NSFW image board (Shimmie2, which is PHP/MySQL). I'm trying to figure out the right hosting setup to avoid getting shut down.

Before I even launch, I have an initial library of ~7,000 photos and videos to upload, and the site is designed to grow from there.

I've done some research, but I'm not sure if my plan is correct. This is what I think I need, but I'm here for advice and would appreciate you poking holes in my logic.

My Questions:

  1. DMCA Policy: I've read about "DMCA-Tolerant" (like in the Netherlands, where they forward the notice) vs. "DMCA-Ignored" (where they ignore it completely). For a public image board, which one is actually realistic and sustainable? "Ignored" sounds safer for me, but I've heard it's expensive, slow, and unreliable. Is "Tolerant" the standard for this kind of site?
  2. Host Type: I was planning on Shared Hosting (cPanel/Plesk) because I have no idea how to manage a server or VPS. Is this a huge mistake? Can a shared plan actually handle an image board, or will I get shut down for using too many resources (CPU/RAM) even if the content is allowed?
  3. Resources (Inodes): Because of the 7,000+ files, I know I need a high inode limit. I've seen cheap "unlimited" plans that cap you at 100k-250k inodes, which seems like a trap that would kill my site quickly. What's a realistic inode count I should be looking for?
My main goal is the best bang-for-the-buck without getting shut down in the first three months.

What hosting providers would you recommend for this? And more importantly, is my whole approach (Shared hosting, mass SFTP upload) wrong from the start?

Appreciate any blunt advice. Thanks.

Hey there! You’re already thinking in the right direction, most people jump in without considering these points first. Let me break it down for you:

1. DMCA Policy: The country alone doesn’t guarantee DMCA-ignored hosting. What matters is whether the hosting provider explicitly claims “DMCA/abuse ignored” in their terms or marketing. “DMCA-tolerant” (like most Dutch or Eastern European hosts) usually means they forward abuse reports but don’t take instant action unless it’s serious. “DMCA-ignored” providers will simply discard such reports, which is good for adult or gray-area content.
2. Hosting Type: Shared hosting isn’t a good long-term fit for image boards, especially NSFW ones. You’ll hit resource limits fast (CPU/RAM/inodes) and risk suspension. A small VPS is much better. You can ask your host to preinstall cPanel or Plesk, so it feels just like shared hosting, but you keep full control and flexibility.
3. Resources & Inodes: With ~7,000 files now (and likely tens of thousands later), VPS is the best solution for you.

Before than buying anything ask the provider if they allow NSFW and DMCA-ignored hosting and I recommend choose a VPS with cpanel or plesk preinstalled.

Check reliable providers on BHW marketplace: https://www.blackhatworld.com/forums/hosting.196/

Damn, thank you so much!

So my new plan is to find a "DMCA-ignored" and "NSFW-friendly" host that offers a cheap Managed VPS (or VPS + cPanel). I'll definitely check the marketplace.

Just a couple more quick questions if you don't mind:

1. I found a few names before I posted (like Abelohost, AlexHost, WebCare360). Are any of those good for this kind of managed VPS, or should I avoid any of them?
2. For a brand new Shimmie2 board, what are the bare minimum specs I can get away with? Is a 1GB RAM / 1 vCPU plan going to be a laggy piece of crap, or is that enough to start with?

Thanks again, really appreciate you pointing me in the right direction.

Bumping this as I'm still trying to finalize my plan based on the great advice so far.

I've been researching the BHW marketplace, but I'm still stuck on the two specific questions from my last reply. My main concerns are:

  1. Providers: Still looking for any recent opinions on hosts like Abelohost, AlexHost, or WebCare360 for a managed, DMCA-ignored VPS.
  2. Minimum Specs: Is a 1GB RAM / 1 vCPU plan enough to get a new Shimmie2 board running smoothly, or will it be a laggy mess from day one?
Really appreciate any advice on those two points so I can get this project started. Thanks!
