Help With Blogging is Needed

So i'm planing to creat a website like blogs and share some informations, i want this blog to be in Arabic Language, so i want to ask :
1) is blogger good for this or wordpress
2) if using wordpress, is it good to use shared hosting or wordpress hosting or what?
3) if using wordpress what is the best theme for arabic content, a theme that support Right To Left (RTL)

if you have any other idea that might help me with this please share even if it's not related to my questions.

Wordpress is the best blogging tool out there so utilise that, with Wordpress hosting your paying a fair bit to get a non-subdomain so look at Bluehost or Inmotion, or alternatively look at the BHW marketplace for some hosting there. As far as Wordpress themes go Google is your friend here!

to answer your question:
1. Wordpress is good for bloggers as there are a lot of plug-ins you could use
2. for a blog, I think shared hosting would be fine
3. I don't exactly know about this
 
Without a doubt WordPress on separate hosting. It's just easier to get along. The tools are a bit more involved and you have a lot more power over the creation of content, and there are enough resources out there to answer most questions you might have. Whatever host you choose, make sure you can upgrade your plan seamlessly (I.e., you can just call up and say "give me a bigger, faster package") And read the reviews on hosting. My biggest failures from the past came in the form of hosting providers pulling a bait and switch (when I need to upgrade, the only package they'll move me to is far too expensive) or they seemed to big to fail and the experience was horrible (See Hostgator post above) It's fine starting out small, just make sure you keep the road to getting big clear and easy.

I don't have much information on RTL themes, but I do know NewsMag and NewsPaper by tagDiv have native RTL support. They are geared towards magazine layouts, but I use them for a lot more. Beware, though, it's very customizable, which isn't ideal for a new user.
 
If you want MAXIMUM FLEXIBILITY, wordpress.org - ie., your own hosted install of Wordpress - is the best way to go!

Seriously.

You get access to tons of plugins and themes.

It is also fairly easy to customize using its built in code editor
 
Wordpress is very popular because it supports featured plugins for the particular requirement or you can develop your own plugin.

2. Shared Hosting
3. You can a lots of theme in themeforest .
