It can be save. The problem is, that for long term, most of these packages are garbage. It will work for a year or so, but if you overdo, google witll get your ass. But in order to buy something save, you need to know from where you will get the backlinks from, and check these sites manually. I also believed the mod reviews of the backlink marketplace are not intended for "whitehat" at all. They are reviewing them for blackhat, and google will catch blackhat sooner or later.

I've always expected this to be from my years of work in SEO but also learned it the hard way when I didn't care enough.

No, because you will loose the power of the links they gave you before, to rank. Your ranking is gone, for now. You need to start nearly from the beginning again with building backlinks, and your old strategy will not work again.
