Well yeah. I'm not talking about some scam site that is selling snake oil. I think those sites should be deindexed from google anyway. I'm talking about this update hurting a site that has semi-authority, or low-authority, yet has good content - but that now can't rank highly due to low EAT. In this case, you simply buy the position on adwords for your particular keyword and google is suddenly fine with your domain being on top of google.

And yes, adword ads go thru screening (which is a correct thing to do), but does google evaluate the target landing site of the ad that is to be displayed as well?
Because in that case adwords should also implement EAT in their core algo for ranking ads. But that then defeats the purpose of the ads - which is "the one who pays more gets a higher position". I believe I don't have to point out what would happen if they would do this in adwords as well.
