Google adwords suspended for circumventing system?

Do you use proxy with VPS?

a) any further suggestions on how to avoid this issue via using VPS?
b) any specific instructions on how to proceed once we opeted out for using a VPS (i.e. only register 1 domain per acount/ does the site top level domain have to be the same as the geographic region where you are targeting ads/ should the site have more than 1 page/ best practices on where should the email associated with the profile be hosted / best practices on the actual aw account log in process etc.)
