some people have been experiencing this issue lately, you're not alone. with new account/ page or new payment method, will be limited a bit and take some time to delivery and spend. just build them and scale gradually, try to divide budget to test more with multiple camps then it will work

Yes, I’ve faced this too campaigns show active but no spend. Usually it happens when the account is new or Facebook’s system is reviewing things. Try leaving it for a day or two, don’t edit too much.
