Cold mailing under can-spam rules, is not illegal, for mailing you would need your own email server, or you can buy preconfigured server, usually with front-end like Interspire/MailWizz and PMTA on back-end. Yes, we do have EU lists. As far as GDPR goes, it contradicts can-spam law, but I have not heard anyone having issues with that, as long as you provide unsubscribe link, and follow can-spam rules strictly.
