Does anyone had long term success with PopAds.net in media buying?

Hello i just wanted to know if popads.net would be a good idea for popunder dating cpa marketing campaign. I have my own experience using popads but most time i end up not covering what i spent. I thought it was because of my poor targeting and optimizations. but recently i have seen lot of negative reviews about this network. I just want to know whats your honest idea about this? should i avoid this or continue working with them ?
