Talk about black hat tactics... I had a similar experience as you. Optimized 4 - 5 video ads that were killing it for me with CPA was literally making $10 for every $0.07 spent. What people will do is go through and flag your video as spam and google will penalize your channel for 6 months with no warning. If it happens again you can be banned.
