I don't understand your question. Do you mean what is the best method to drive traffic for CPA offers? If yes, it depends on alot of factors like your skills, budget, free time and more. I will suggest to focus on Instagram game because I found it the most profitable (at least in my niche).

With cpa networks, you have many different payout options. Per Sale, Per Trial, Per Lead, Per Click, etc.
If you are just starting, I would look for some Per Lead offers that you feel you generate leads for. They don't pay much($.50-$9.00) per lead
but don't usually require much. Email Submit offers pay lower, but usually only require the email address to get paid. SOI(Single opt-in, doesn't need
to be verified) or DOI(Double opt-in, verifies email that is submitted by emailing a link to be clicked.)
