Can start a new thread in the 'Hire a freelancer' section but cannot reply... WTF?

I'm a newbie and I have 33 messages by the moment I am writing this. I noticed that I cannot reply to other people's threads in the 'Hire a freelancer' section of the forum, but I can easily start a new thread there... is that ok?

A guy with only 2 messages started a new thread here:

but I cannot reply him due to this error: "You have insufficient privileges to reply here."

You cannot reply to HAF or WTB unless you are an upgraded member.

Essentially if you do not have an upgraded membership you cannot offer services or products on BHW.

Alright, thank you for explaining this. Still I think that it is somewhat incorrect - anyone with just a couple of posts can launch a thread there that even much older forum members cannot reply to (unless they bough an account upgrade). Weird, really.

It is pay to play... if you are going to generate revenue for yourself here you have to give the owner a taste.

If you respond to a hire a freelancer thread, even via PM, you are violating the TOS.
