Extra 1: Yes, there is an option to import users to send DM to and the format includes the profile url.
Extra 2: I'm not having any issue scraping the profile urls right now. (and there shouldn't be any issue with scraping bio as well, as its all in the same request.)

I guess you could scrape 100k from 1 account in a span of a month using rotating proxies. Yesterday I skimmed the 29K+ scraped users from 1 account which I use to scrape and I started it somewhere around middle of august I guess.

You can use 5 to 10 accounts to scrape followers .With each request you can get list of 50-60 usernames so even with interval of 1 minutes you can scrape atleast 50*50 usernames with 1 account in 60 minutes. After that you need only few proxy to scrape the bio and url .Better buy few from valar you will get free proxy too with accounts.

Yes that's what I'm actually doing, problems starts with getting bio's as IG started to detect it and block's when the same ip does it quickly. Did with 5 different ips in the same time, got blocked after scrapped 1k results.
