If you're looking for free blog maker , dis advantage is , it is not totally safe or secure because it may gone and all your hard work on developing your blog in that free blog maker will put into nothing. This is what i learned from my past experience making blog in a free blog maker too risky.

you can get free domain from Dot TK and free hosting from Free Host or 000 Web Host

Namecheap offers some cheap domains which aren't a .com or .net, which is enough for a start.
Godaddy offers 99 cent domains if you like.
There are free .tk or .ga domains, but I don't recommend them because it's kind of look spammy.
There are also free blogging platforms like Blogspot and WordPress which lets you blog for free, forever.

note: if you didn't go with blogging platforms, you'd need hosting for your domains, google to find some free hosting providers, I heard X10 is excellent, haven't tried it myself thou.

You can use Livejournal or Blogspot for your blog.

Namecheap often has steep discounts for their managed wp service.
