Best ways to target users based on location?

I know how to target people based on their interests, with hashtags and niche followings, but what if I want to target, lets say, those who like cars, follow Nissan, Audi and Mercedes AND live in Los Angeles? I know paid instagram promotions can do it easily, but how do I scrape for local users? Never really found any methods on google or even here..

Not sure about USA, but if you are from another country, you can in fact use country level domain, like .tw, .au or .uk, and that should provide advantage for locally targeted SERP traffic. Furthermore, the big G looks like they are more favorable to these domain types, as the registration is not that simple, which indicate less chances of a spam site. And if you are able to get a Google Business Page registered , with the address verified, your page would even get listed for IPs that are searching for that key term - it even comes with phone dialing feature on an Android, which allows your prospects to dial your phone when they see your Google page.
