Best Way to Get Downloads for a Desktop Software?

I’m trying to get around 2,000–3,000 people to download and use a desktop software and I’m looking for the most effective way to do that.
What would you focus on? platforms, SEO, ads, or something else? If you were in my position, what would be your first steps?
The audience is broad, and i don’t need huge scale just a realistic, consistent way to reach that number of users.
