You can use English and non-English languages in the same web 2.0 First publish an English article without links, get it moderated, and roughly 2-3 weeks thereafter publish your non-English article(s). Moderators tend to remove non-English content rather fast thus a combination of languages...

I do not think links aimed at a page (that doesn?t exist) can harm your site.. While disavowing doesn?t always work, and if it works it can take a long time to see the effect of disavowing, while if you delete a page it?s basically immediately effective

. OP I build links to all the pages, but normally more to pages with ?difficult to rank? keywords. There isn?t really a right or wrong way. Just ensure that your internal linking is good so that the link juice can flow thru the whole site
