So rumors say that the latest Google Search Quality Rating Guidelines is out, (dating October 2015)

I guess it is related to the fresh content and news content ranking boost that is a discussed part of the algo. And some webmasters edit the published date of the articles to gain this boost even though they in fact did not update the content.

Quality raters are therefore instructed to check for the change in content by using Wayback Machine.

I bet they have their own internal Wayback machine alternative. It's not that hard to put together, and they have the means/talent to do it. Not to mention how valuable of a resource it can be for them.

What exactly makes this trustworthy? I mean what makes you guys believe Google in this case? They could pretty much say whatever just to keep healthy seo practises in place?
