Is this a Private network blog?

If I buy an expired domain, repost content from the abandoned site, add fresh and relevant content on a regular basis, then link to my money sites...is this still considered a private network blog? Could I still be penalized by google?

If it's made to manipulate the SERP's then it's a PBN that can/will be penalized if G00gle find it
