yes of course, but there are some hosting company which dont need cc verification, i think there are a lot like (000webhost,.....)
but im searching for the best and without advertisments !

Credit card verification is done mainly for the security purpose. Since you need the server only for a small blog you can go for free server providers where you will not be asked for such verification things. But keep remember sure you will be annoyed by Ads in those free servers.

If your problem is not having 18, just ask you mum or dad card and buy 1$ Hostagator hosting, if your site goes well first months, buy full year.

This is how I started, I was 15 and I bought my first hosting, saved like 3 months pocket money and started my first news portal.

I got 4 largest Bosnian companies to my sites to advertise.

Made some money there and started new projects.
