Hello, if they are Normal Retention Views, in 24 hours or less. If they are Regular or Mixed Retention Views, they will be delivered at a rate of 1k per day.

If you ordered Regular or Mixed Retention Views, no, but you can get replacement views to a new video.

If you ordered Normal Retention Views, you can choose between a refund or replacement views to a new video.

Actually I received over 130k views but OP told me it was due to a temporary error which has already been fixed.
Personally, I'm very happy that this temporary error happened to me.
After a week my video is up and #1 for my keyword in youtube.
