You can but Google can (and will) randomly delete your blog when they feel like it.

yes. They will give you a reason if you ask but if someone reports your blog it will get deleted.
Blogger sucks for a big site. It should just be used for non money making sites, single page landers, link wheels. Its a pain when your blog gets deleted without any warning. Better to just start with wordpress in the first place. If your broke then buy a $1 .com domain when godaddy has a coupon and host on blogger, but make sure you have a regular backup so that it can be transferred to wordpress. Don't use pages on Blogger as they wont transfer to wordpress They don't show on the backups or RSS feeds.
