This is actually a great question, 1st of all with this service anyone would get invited by YT to join its partnership program in a matters of days, secondly this is also great for adsense: More views = more exposure = more real views and actions on your videos = more clicks to those adsense ads = more $$ in your pocket

Since these views alone wont generate any clicks your YT partnership is safe, from YT standpoint youre just getting more views

Yes 100% sure, as long as your videos dont break any of YT terms. More views + video optimization + market research can get you on the 1st page for that keyword in time 2-4 weeks.
