Facebook ad account is not spending

I had got my old very stable ad account disabled for apparent no reason.
So i made new account and very old facebook profile, it got approved, but ads are not spending. It is under BM, and it merely spends cents like 0.70 in a day, I have $20 campaign budget and multiple campaigns. Since today one campaign is showing "preparing" it is not even delivering, something is seriously wrong with this account, I have been in FB ads for 5 years, never seen this, this usually happens with tiktok, and when you fire up with "traffic ads" it will start working.

So i am doing same here instead "conversions", i am running few traffic ads, any suggestions by experienced fellow members are highly welcomed.
I am kinda desperate at the moment, i found this profitable offer but can't run fb ads no more, this is pure WH/legit offer.

Your IP has probably been flagged. Are you sure you didn't use any blackhat methods at all? Also contact the Facebook support and tell them about your situation.

when you use the account do you change the page? maybe the page is broken check it to see if it is banned or banned from posting

You can check your page or ad account to try to hold the funds, if there is a hold you will need to replace the card or remove the hold.

My partner and I also encountered the same error as you, I have some tips below you can refer to:
1. Check your page if it is banned will also lead to the account not spending, replace the new page
2. Meta Ads they are having time to update some feature so the account may also lag, you can turn off the campaign and turn it back on later, or you can copy another campaign it will spend.
3. If using that method does not work, replace another account and check again your IP may be flagged, use a clean IP and reset the campaign.

There are some reasons that might caused your problems
1. You set Bid budget, and your budget is 20 which is too low, it's hard to win an auction.
2. Double check your page, your payment method.
3. Your IP got flagged. Just change a new clean one.

Because Facebook has recently been conducting a strong account sweep. This is still ongoing. You can request a review by chatting with a specialist.

Thank you for your valuable suggestions, it seems that account is flagged, i have another ad account from another FB agency account owner added in my BM, and it is working fine,
What is your suggestion, should i contact support, or it might make it bad, my previous account was banned under same name bcz of suspicious payment method, In my older account which got suspended, i logged in using different ip, i sent all docs for verification, bank statements but they wont reinstate.

Also I am thinking going for rent account service, is it good idea, to delete all campaigns here and use same creatives and target URL, thank

If you have checked and found that your account is still normal, then check your page, maybe your page is restricted or there is some problem.

Set a small daily budget of $5 for 1 campaign, 1 ad set, 1 ad, to pay over the threshold, start adding campaigns and increase your daily budget, this will avoid the situation of account not spending
