The account that I was giving was an account that has 250$ spending limit and I was able to create successfully campaigns, at first am not sure why the ads account has been locked maybe due to some technical issues. But the second account has no issues at all, I was able to create 4 campaigns and they were running without any issues at all. OP was very friendly and supportive throughout the process and very patient with me since I was taking some time to create the campaigns, but OP was very easy to talk with and gives some tips about managing your campaigns."
