you can create mulriple profiles in multilogin , each one with diffrenet proxy / email and names infos / vcc / id , for you id you need a provider i can sell them for you each for 20$ , or you can fake one using photoshop but its so hard google can caught you easily

for the id verification problem and prior , for me i just buy high quality fresh google play dev accounts from a supplier and i publish my apps without any problem , the day i started buying accounts instead of creating them, i avoided the prior problem , i guess the problem was in my method of opening multiple google play dev

Not all countries requires ID verification, just switch to a 4G proxy on GEO that doesn't require ID, a new VM, fresh VCC, and a new location.
