"We want low, ideally less than 100 backlinks to the target ranking page." seems odd. Like, I can see how 100 links of any 1 kind could be bad. Google won't believe 100 blogs wrote about your site but no one tweeted or posted it on facebook. But a legit site with content that went even a little viral will have more than that and not get penalized.

But 100+ links spread out among social/blog/article/profiles/fanpages/etc is going to give better results than following some random "under 100" rule.

That's correct. What you're looking for, especially as a beginner (which is the very people this thread is intended for) is websites that haven't put too much effort into targeting your keyword but are ranking for it anyway.

My perception is that's how you get easy experience in working with Google's algorithm.
