Make new quality links without anchors and once it's been indexed for some time disavow bad links. Meanwhile, work the social aspect without stopping good links. I would take this opportunity to refresh the site, add content + some modifications in the code.

disavow and waiting is the answer
Yes, I forgot I did disavow too, but instead of waiting I kept going and built for myself some good backlinks, and it eventually dropped from 22% to 1%.

I just forgot completely about it!

You should have a new blog if your old blog has a huge spam score.

Not necessarily, it can still be saved! As I mentioned, my blog had 22% spam score and I brought it down to 1%.

If his blog is still new and fresh, then it's worth starting a new one while it's still early, and learn from this by better checking the new domain he'll be buying. Do a background check on the domain name.
