The elementor pro plugin seems to be detecting that is "pirated" and it's asking for an activation key. Please, pre-activate the plugin.

Elementor does not know if it's a pre-activated version or not. You probably haven't installed the free version of Elementor, which is required in order to have access to the pro templates.

That's right. If we allow localhost download/installation permissions, there is no way to control the download limits.
As 'localhost' is considered as one domain. Kindly create a staging domain and you can install the plugin from there. :)
