I run a simple message ad on Facebook targeting specific people in Australia and the UK and selling a service.
The ad was running well before but since last month my CPR is 3x to 5x and almost 0 conversions. spending 50-100$ day going down the drain.

I think the problem is that ad is showing to the same set of a small portion of the Audience. Ad frequency is around 1.61 and 2. I tried with a different account (new Business account) and the results are worse.
I tried a few other Ad creatives in ad set and multiple ads set in a single campaign, but nothing seems to be working.
Can you evaluate the things I mentioned above and suggest something or point me to the right direction?

If your account has not been blocked after you have created a business manager - this is a good sign. If you have an old account, you can start advertising immediately (if you were active on account). The new account depends on your work experience. If you have little experience, then in a month, if you have a lot of experience, you can do it in a couple of days.

That's the problem. Your audience narrows constantly who haven't seen the ads. Change your audience and make manual bid

The page should be unique, which has been advertised very few times on facebook. The facebook account will be blocked for bypassing the system anyway. It all depends on how fast

Total audience in Australia is 600k. I have created 5-10 ad set in Aus campaign doing some split testing and average audience side in 30-50k
all of them is showing a frequency of 1.4 to 1.8

In the UK campaign, the main audience ad set of 2.5m has shown the frequency of 2.02 with 43k reach. (It had a very good CPC and CTR before)

I've already spent 100$ in a new account with the same demographics and bit changed creatives and results are 10x CPC and 0 conversions. What should be my next step?

Find all your competitors running ads in the country/state you're targeting, check their adlibrary and see what their running for copy/creatives. Take note of the ones which are running the longest and try to stay similar to those ones, much less chances of bans

Yes, after a while you will need to change the audience. Once you notice that the conversion is smaller, you need to make changes.
To start with, you can create an advertisement with 50 events so that a pixel can understand your audience. Once this is done, launch an advertising campaign where people add to the shopping cart. Then run ads for conversions + retargeting.

In this case I recommend to change the target audience + advertising creatives. Also create fewer items for detailed targeting because the audience may initially be incorrectly selected by you
