21 DAy OGE policy???

I was trying to purchase an account and the current owner said that it will not come with the original email. I told the current owner why that is not acceptable and they replied by stating that the OGE is useless after "21 days", meaning if you change the email and the OGE does not attempt to access it for 21 days straight then the OGE is no longer needed for the account and pretty much the current email has full security to retain the account.

Can anyone confirm this?

One of the accounts I've purchased, I can see that I can choose to get new password on the OGE email or the current email that is in use, so it's a bit scary

What do you mean? can you clarify? are you saying that after 21 days the OGE can request a password reset?

I never heard about the 21 days thing before, the account that I now own, is from 2017 and OGE (that I do not have) can still request password even I've made a new mail for that account
