Yes, this is mostly low quality app reskin with blackhat implemented, because more time to make more reskins, spam, ASO. Its possible to do it with high quality apps but when you are making hi quality game for 6 months, then competitor spammer will make 30 apps in same time or even more reskins
Anyway, the path you choose depends to you.

Well, correct me if im wrong, but i got still some unanswered questions on my mind i need to clear up by your side:
1)will the income way be possibly from the admob or ogads? İf admob, so why you mentioned ogads then ?
2) are they paid apps ?
3) and you just said we will need to find the right niche to earn well, but what if we cant ? Most people coming here and looking for a decent income with low efforts dont even know what niche is, and how to master on it..
So, i thought you will lead us how to hit a good niche with pretty nice converts...
4) why needing 4 GP? İs that for minimizing the ban risk because of its totally spam apps and therefore we will need more and more accs to go further ?

Yes, it's breaking Google policy like multiple adsense or adwords, but it's 100% legal with the law. Google policy is not law.

But you attacked me last time for normal answer in your thread It wasn't fair, so I think I have right to not make any deals with you.

a) they are banning admob, but we are working with multiple admobs to stay under the radar, so if you have 10 accounts and 1 will be banned, is it a problem? No!
my course teaches how to deal with that
b) Google Play never delete banned app from user device, as long as you have huge user base you make big money for months or even years after app ban
