LOCAL SEO: What is important?

Hy guys,
I´m trying to rank a local business right now. Already got some results by buying Citations and adding Social Signals. Of course everything NAP consistent. GMB already optimized.
Now I don´t really know what else could help to rise in local ratings ?
Do you guys know any more ways to get a GMB listing to top 3 results ?
Or do I just have to go on building citations ?

PS: the site is german with german content.

Ranking on place 16 in maps results when searching the keyword+city.
But if you look it up locally it´s already on #1 in a 3km radius.
Would be nice to rank it in a bigger radius
