Maybe they have deacivated for new accounts because of large video queues, once the videos will be encoded they will reopen the uploading section for new users.

That might be it but the queue is only 6k right now, or maybe they're planning to do a big clean up.

Ah maybe or it maybe implementing new set of rules for new users for their abusive kind of behaviour on site.

Try creating an uploading a video from an account created with a residential IP, different OS (operating system), different browsers, different everything..
